The Real Estate Unit Subdivision Program has announced the development of the “Common Areas Document” to enhance transparency, ensure higher standards in protecting property owners’ rights within shared real estate complexes, regulate the real estate sector, and encourage greater stakeholder engagement through the unification of procedures across all regions of the Kingdom in accordance with a technical guide for real estate subdivision. This initiative aims to ensure the fair distribution of shared facilities and to increase the percentage of Saudi family ownership in shared real estate properties, contributing to the goal of raising homeownership to 70% by 2030 in alignment with the targets of the Housing Program—one of the initiatives under Saudi Vision 2030. The program explained that the document is issued to the owner or developer of shared-use properties, whether for mixed-use projects or large real estate complexes, after an engineering team completes its review of technical plans, confirms compliance with project regulations, and identifies all shared areas and facilities for subdivision requests. To ensure precise implementation of technical standards and adherence to them, the program carries out site visits to real estate complexes as part of the process. It was also indicated that the Common Areas Document applies to real estate complexes of both single-use and mixed-use developments, provided they are located within a defined geographic area and connected by common facilities, such as towers and gated residential or commercial complexes, at the time of subdivision. The document facilitates the work of owners’ associations and property managers by providing clarity on management responsibilities, expense calculation, and maintenance requirements for shared facilities. It includes detailed elements and tables to organize operations and enables property owners to clearly identify shared areas. This simplification helps improve operational efficiency and speed of execution within owners’ associations, ultimately enhancing service quality. Once verified and approved, the document is electronically submitted to notary offices along with subdivision record requests for the issuance of title deeds to beneficiaries. This initiative is part of ongoing efforts to introduce regulatory solutions for the real estate sector, offering beneficiaries a high degree of transparency and clarity in assessing their obligations and rights regarding shared facilities. The Real Estate Unit Subdivision Program provides services that enable the subdivision or re-subdivision of buildings and real estate complexes into multiple real estate units, as well as the redistribution of property through merging or division. These services define all information about each unit, including its share of land area, shared areas within the property, and associated usage rights. The services are available to beneficiaries (owners or developers) through consulting and surveying offices accredited by the program.
