The Real Estate General Authority (REGA) announced that the Real Estate Unit Subdivision Program has recorded the subdivision of over 100 million square meters of property areas since the program’s inception and up to the current month of October. The program provides services for subdividing or re-subdividing buildings or real estate complexes into multiple real estate units, enabling each unit to have its own independent title deed through an integrated electronic platform. REGA explained that, since the launch of the Real Estate Unit Subdivision Platform, the platform has received more than 45,000 requests, through which over 317,000 real estate units have been subdivided. These include approximately 312,000 residential units, around 4,000 commercial units, and more than 400 administrative offices. REGA further stated that the development of the Real Estate Unit Subdivision Platform’s procedures, as well as the facilitation of its operations and services, has been achieved through unified processes established by all partners and relevant entities. These efforts have contributed to reducing the time required to complete requests, improving efficiency and quality, and supporting the provision of diverse residential and commercial real estate options for those seeking ownership. This is accomplished by enabling real estate developers to subdivide properties and complexes into multiple units, thereby increasing the supply of real estate and making it readily accessible to beneficiaries. REGA confirmed that these results are due to the automation of procedures in coordination with relevant entities, including system integration with the Ministry of Justice to issue title deeds upon completion of subdivision processes, and with the Balady Platform to verify construction permit data. This integration allows subdivision operations to be completed entirely through the Real Estate Unit Subdivision electronic platform, eliminating the need to visit government agencies or engineering offices. By governing and automating these processes, the beneficiary’s journey has been shortened from a period of up to 60 business days to a duration ranging between 5 and 10 business days. This timeframe includes all procedures for reviewing, processing, and approving subdivision records, as well as issuing title deeds. Jeddah Governorate ranked first among cities in subdivision activity in terms of the number of subdivided units, with over 86,000 units, followed by Riyadh with more than 77,000 units, the Eastern Province with 39,000 units, Makkah with 29,000 units, and Aseer with over 24,000 real estate units. REGA also noted that several new services and enhancements have been introduced to the Real Estate Unit Subdivision Platform. These include the Electronic Subdivision Request Submission service, which allows property owners to use the platform to contract directly with engineering offices and obtain competitive price quotes for property surveying and subdivision request submission. This service is distinguished by its efficiency and ease, enabling property owners to quickly select engineering offices while ensuring the regulation of contractual relationships between parties. It also fosters competition among engineering offices, improving both the quality and speed of subdivision request fulfillment. Additionally, the platform allows for the specification of timeframes and pricing for requests in line with defined rules and regulations. Furthermore, efforts have been made to reduce by 70% the time engineering offices spend entering subdivision request data, shifting the process from manual data entry to an automated system. The technical integration with the Balady Platform for verifying construction permits has also streamlined request procedures, ensured higher accuracy of the data submitted to the Real Estate Unit Subdivision Platform, and reduced overall processing time. Another key service offered by the program is re-subdivision, which allows owners of residential, commercial, or mixed-use real estate units to re-subdivide their property, whether a single unit, a shared property, a real estate complex, or parts thereof, by means of fragmentation, merging, addition, or other similar services.
